How to Partner with Public Agencies

Agencies want responsive partners, not lobbyists in disguise. The line between “helpful” and “annoying” is clear once you adopt their process, language, and cadence. Do that, and you’ll earn trust before you win—and keep it after.

The Golden Rules

  • Use official channels. All scope questions go through the RFP’s written Q&A. No side calls fishing for guidance.

  • Mirror their language. Quote section/page; restate objectives in their words; answer in bulletproof specifics.

  • Respect procurement’s role. They own fairness. Don’t ask for preferential info or meetings during blackout periods.

  • Be brief, be useful. Emails ≤ 200 words, one clear ask, attachments only when requested.

  • Close loops. After meetings: 24-hour notes with owners/due dates. After submittal: confirm receipt once, then wait.

  • Cadence over charisma. A steady rhythm beats big swings—monthly O&M check-ins, quarterly strategy, annual roadmap.

Touchpoints That Build Trust (not noise)

Pre-RFP

  • One capabilities email with a one-pager, plus vendor registration steps.

  • Learn the calendar: when pre-bids drop, how addenda are posted, who the custodians are.

RFP Open

  • Attend the pre-bid/site visit. Ask scoped, recorded questions.

  • Submit written questions citing section/page; log addenda same day.

Post-Submit

  • Single receipt check (with file list/hash). No “just circling back.”

  • Debrief request within 24–48 hours of notice. Ask 3–5 targeted questions (“Where did we lose points vs. winner?” “Which section to improve first?”)

Awarded

  • Host a crisp kickoff: decision-maker named, escalation ladder, 30-day plan.

  • Monthly O&M + Quarterly strategic reviews with before/after KPIs and CAPs.

Email Do/Don’t (copy these)

  • Subject: “RFP 24-113 | Section 4.2 Clarification | Work-Order Target”

  • Do: 3-sentence body + bullet ask; attach only what’s requested.

  • Don’t: forward decks, ask for verbal clarifications, CC ten people.

Meeting Etiquette

  • Send agenda 24 hours prior; finish with a one-page action log.

  • Bring facts (exports, photos, letters), not opinions.

  • End with “What did we miss?” and assign owners on the spot.
