How to use it

Three things, in order.

Mark the status column first, not the notes.

Delivered counts as 1, partial as 0.5, missing as 0. Leave N/A items out of the denominator. The score is arithmetic once the column is filled.

Score every section on its own.

A firm at 74 percent overall can still sit at 20 percent on Financial Capacity. Scorers read sections, not averages, so one weak section carries more bid risk than the total suggests.

If you score under 40, start with the 31 CORE items.

Those are the ones that stop a bid cold. Everything else can be built while you are already competitive.
