The CORE 32 are on page 04. Behind them: all 256 items across 18 sections, and a File Inventory at the back. Work through it with your team before the next solicitation posts, not during it.

Four steps, in order.
Read How to Use This Workbook. Page 03.
One page. It covers who the workbook is for, how to read a row and what done looks like.
Gather the CORE 32. Page 04.
The priority items, spread across 11 sections. These are the ones a bid loses the most points without. Use the Entity Map on page 12 to file each one under the legal entity that bids.
Work the remaining sections as documents come in. Pages 05 to 46.
No fixed order. Check items off as they arrive, and use each section's notes to track what is outstanding and who has it.
Complete the File Inventory. Page 47.
Count what is gathered in each section. Update it after every bid and at each renewal.
One package. Two starting points.
Agencies check every item. Awarded checks it first.
Send the completed workbook. Awarded verifies every section against what agencies in your target states ask for: references, insurance limits, financials. The RFP Alignment Report shows where the file wins points and where it can win more.
Haven't started? Awarded builds it with you.
Working sessions with your team, section by section, until the CORE 32 and the Entity Map are on file. Then the same verification and the same report.
One bid. 1,215 units.
A Los Angeles-based third-party property management firm engaged Awarded to run a City of San José interim housing bid while the company was mid-Yardi integration and carrying a live 1,000-unit transition. Awarded ran the bid, drafted the layered cost proposal, rebuilt it for the City's Best and Final Offer, and presented to the Department's evaluators. The client won.
